The chapter aims to identify and describe the relationship between democracy as a political system and organised crime as a security threat in the studied region. Based on a comparative analysis of the Czech, Hungarian, Polish, Slovak and Slovenian contexts, the chapter presents a scenario where organised crime (in any of its forms) may disrupt democratic governance while democracy itself may provide a fertile soil for these activities. The main conclusion points to a transformation of national and international organised criminal groups which have, since the beginning of the millennium, become less extreme but, however, more sophisticated.

None of the chapters has previously been published; only a part of the introduction was previously published in a scholarly journal (in Czech). At the same time, it needs to be noted that the chapters synthesise recent research activities of the team members. , 2013; Mareš and Výborný, 2013) and several dozen journal articles in English, Czech, German, Polish and Slovak. In this regard, the working theses, methodologies, factual claims and conclusions in this book reflect the comments and feedback provided by a number of anonymous reviewers who have de facto also contributed to this book.

Over the past decade, the topic has become a salient political issue in all the five countries studied here, impacting such dimensions as establishment of new parties (Czech Republic) or the fall of governments (Slovenia, Slovakia). The chapter provides a brief overview of the situations in each of the five countries (Czech Republic, Hungary, Poland, Slovakia, Slovenia) and explores the challenges corruption poses to (the quality of) democracy in the region. It is clear that political corruption had been widespread in all of East Central Europe earlier than just the last decade, even to such an extent that the Czech Republic and Slovakia have been referred to as the cases of ‘state capture’ where the elites set and adjust rules (legislative and others) to suit their own interests.
