1 The first major crisis after devaluation concerned a comparatively small matter and was only briefly noticed by the public. This influenced the discussion in opposite ways. On the one hand it strengthened the economic case for selling arms. The government would soon have to consider how it could least damagingly cut public expenditure. The profit derived from these sales might make it possible to avoid, say, prescription charges. On the other hand, the weak political position of the government made it all the harder to offend the conscience of the PLP. On December 8, the Defence and Overseas Committee decided to defer its decision.
